I'm not into shoes so much, because there's barely anything out there that intests me, especially in the way of boots, and ESPECIALLY flat ones for female fighters that aren't so cutesy. But for The SimsCave it's under TS3 Sharing Area > Unavailable/Misc > Hair Conversions > Peggy Fh090712 TS2->TS3. At Savio the hair should be right there on the front page still. There are 2 different conversions of Peggy hairs, both with braided ponytails that you can check out. Hair: Either you can go to Savio's Stuff or back to The SimsCave. Clothes: All About Style has a military jacket for women that could *kind of* go with Patty's whole sailor look.
TSR's creator Skystars5 has the Jacket Top Jeans and Skirt Set. Until someone makes a haori, you'll just have to keep winging Raven's outfit. The only other sword I am aware of is at Thaithesims3 (register to download), and it's one of the fancier types in the Accessories section. Rose Sims 3 also has a sword, in the Magic section I believe. In their TS3 Request Area there is a thread for 'Kagura Hair & Umbrella', and Magica posted Man V's sword and katana set for download.
